PCAB has announced the AMO Seminar Schedule for May 2013. Two AMO seminars are slated. The first on May 23-24 hosted by PICE Makati Chapter and the second on 30-31 May to be hosted by Davao Contractors Association Center. No temporary licenses will be issued after the June 30 deadline for PCAB license renewal according to PCAB Chair, Engr. Ramon Allado. He also advised that there will be no extension of the June 30 deadline for the renewal of licenses this year.

These announcements were made by Engr. Allado during the PCA Metropolitan General Membership Meeting held on Monday 6 May 2013 at the Camp Aguinaldo Golf Club. He lauded PCA Metropolitan for its strong licensing policy and reporting of unlicensed contractors. He stated however that the vigilance should not stop there but that contractors who fail to renew their licenses should also be reported. A contractor who has not renewed its license is by law precluded from engaging in construction activities in the country. He stated that the industry must be vigilant in this regard and that it is the duty of all industry members to report unlicensed contractors, including contractors who have failed to renew their licenses.

He urged contractors to apply for the renewal of their licenses now to avoid congestion close to the June 30 deadline. Presently, with less than 2 months to go before the renewal deadline, less than 10% of contractors have renewed their licenses. He explained that a filing extension up to 31 July was granted last year as a result of the additional requirements of AMO seminar and COSH course and that for this year’s renewal there will not be any extension. The same applies to the issuance of temporary licenses.

Fake PCAB licenses: “Verify the PCAB license of your contractor against the official PCAB listing” is an appeal made to both Government and Private Sectors by PCA Metropolitan President Olan Dimaano. This appeal is made amid rumors of an ever increasing number of fake PCAB licenses in circulation and the apparent success of the use of these fake licenses in public biddings by unlicensed contractors.

The Government and Private Sectors should verify all submitted PCAB licenses against the official PCAB listing to ensure that the license submitted is not fake. If the license is not listed in the list, the Philippine Contractors Accreditation Board (PCAB) should be contacted for further verification. The PCAB list can be accessed at the DTI website at http://www.dti.gov.ph/dti/index.php?p=493, www.pcametro.ph or http://pcametro.ph/pcab/.

PCA Metro reported last year that Coastline Construction & Maintenance Services, an unlicensed contractor, was using a fake license. This report was based on a report made to it via its “Report an Unlicensed Contractor Campaign” and was accompanied by a copy of the forged fake license. PCA Metro, in its capacity as PCAB Public Assistance Help Desk, filed a complaint against this unlicensed contractor with PCAB and highlighted its use of a fake license. It also alerted a contractor using the services of Coastline Construction & Maintenance Services of the use of the fake license as well as the contractor whose license number was used to produce the forgery. Both took swift action against Coastline Construction & Maintenance Services.

RA 4566 requires of all contractors top first secure a license from the Philippine Contractors Accreditation Board (PCAB) before engaging in the business of construction contracting in the country. In order to take part in Government biddings, an additional registration is required with PCAB. Engaging in construction contracting without a valid license is an offence under the said law.

The DOLE-NCR Construction Safety Orientation which was set for 14 May 2012 was postponed. The reason for the postponement is a conflicting schedule. The Safety Orientation will now be held in June on a date to be announced by DOLE-NCR and will be published in the PCA Metro website – in both the News Desk and DOLE-NCR News section.

The Free 40 hour COSH (Construction Occupational Safety and Health) course offered by DOLE-NCR on May 20 to 24 at the Occupational Safety and Health Center on Agham Road Quezon City will proceed as planned. This free course is for the owners of small construction firms who cannot afford the COSH training. This event is supported by PCA Metropolitan.

PCA Metro, as DOLE-NCR partner and also a duly accredited PCAB Public Assistance Help desk, appointed as such in terms of PCAB Board Resolution No. 218 series of 2011, will assist the contractors attending the free COSH course with their respective PCAB license applications. Without a PCAB license unlicensed contractors are by law precluded from engaging in construction contracting activities in the country. As all licensed contractors have already undergone this COSH course as part of the license requirements, the attendees of this free course come from the ranks of unlicensed contractors. This service will be rendered for free and will consist of the giving of advice in completing the license application form, checking that it is complete in substance and that, on the face of it, the application is compliant with all PCAB requirements.

Free construction safety training will be provided by DOLE-NCR in cooperation with the Occupational Safety and Health Center (OSHC) to small contractors in the national Capital Region who cannot afford to undergo the Construction Occupational Safety and Health Course for Site Safety Officers (COSH).

As a precursor to the free COSH course, DOLE-NCR is holding a free Safety Orientation at the OHSC in Quezon City on 21 May 2013. This event will be used to prescreen qualified applicants for the free COSH course and will serve as registration event for the same. PCA Metropolitan will be assisting its partner DOLE-NCR in this endeavor.

Only the owner of these small construction firms will qualify for the free COSH course in order to meet current contractors’ license requirements. No construction may be undertaken in the country without a DOLE approved Construction Safety and Health Program (CSHP) and no contractor may engage in construction contracting as contractor, specialty contractor or subcontractor in the country without first securing a license from the Philippine Contractors Accreditation Board (PCAB). It is therefore essential to legitimize the operations of the small contractors who qualify for the free COSH course.

PCA Metro, as DOLE-NCR partner and also a duly accredited PCAB Public Assistance Help desk, appointed as such in terms of PCAB Board Resolution No. 218 series of 2011, will assist the contractors who have qualified for the free COSH course with their respective PCAB license applications. This service will be rendered for free and will consist of the giving of advice in completing the license application form, checking that it is complete in substance and that, on the face of it, the application is compliant with all PCAB requirements. In addition, PCA Metro is currently considering staging a free AMO seminar specifically for these qualified parties in order to make their entry to the world of legitimate contracting possible.

The 4^th PCA Metropolitan Presidents Cup Golf Tournament will be held on Thursday 16 May 2013 at Camp Aguinaldo Golf Club in Quezon City. Tee off times are from 11am to 1pm and the award ceremony will start at 6pm during the Fellowship Evening.

The tournament will again feature both individual and team competitions with the Presidents Cup being contended for in the team competition. Construction Associations, individual corporations in or servicing the construction industry as well as construction related professional groups may enter teams to compete for the Presidents Cup. Team members must be members of the association, organization or group they represent and, in the case of corporations, employees or officers of the corporation. Invitations will this year also be sent to engineers and architects groups.

The President’s Cup is a perpetual trophy and was donated to the Chapter by incumbent President Rogelio SP Lim. The name of each year’s winning team is inscribed on the Cup with each member of the winning team receiving a medal. The Presidents Cup however remains with the Chapter.

The ticket cost is Php2,500 per player and include green fees, caddie fees, dinner and raffles. All parties involved in construction related activities are welcome to partake, whether individually or in teams of four.
