In its drive against the proliferation of unlicensed contractors PCA Metro has launched this page to allow licensed contractors and members of the public to report unlicensed contractors. The details of these reports will be submitted to PCAB and other Government Departments and Agencies for verification and action without revealing your identity. Your identity will only be revealed if your report is malicious and patently false.

Your report will help to restore a level playing field in the construction industry and enhance the quality of service and safety. Your report will help the industry to walk the straight path.

You can either email us the details of the unlicensed contractor at [email protected] or complete the form below and submit it. The more details we have the more effective enforcement will be. Please bear in mind the following:

In terms of RA 4566 (the Contractors’ License Law) all contractors, including sub- and specialty contractors, must first secure a license from the Board (PCAB) before engaging in the business of contracting

In terms of DILG MC 2004-65-A as reconfirmed by JAO 01 series of 2011 mayors may only issue Business Licenses to PCAB licensed contractors

In terms of Section 304.5.f of the Revised IRR under the National Building Code only duly licensed and registered contractors may do the work where a project is undertaken by contract

In terms of DOLE DO 13 all construction requires a DOLE approved Construction Safety & Health Program *(only issued to PCAB licensed contractors)

In terms of RA 4566 architects & engineers when bidding out projects must include the provisions of RA 4566 (licensed contractor requirement) in their bid documentation & specifications
